2024年ESG100典范案例申报近300个,来自能源、科技、制造业、供应链、交通等领域占比总计超过75%,能源行业占比超40%,其中上市公司占比41%。经过三轮评审最终入选案例86个案例。本系列文章将陆续推出部分具有代表性的案例(中英文简版)以飨读者。2025年ESG100案例征集已全面启动,申报方式见推文底部。
ESG100︱全球顶尖可持续发展案例库

一、背景分析 Background Analysis
浙江海宁作为我国新能源发展起步最早、发展最快的地区之一,在分布式光伏十多年的发展历程中,部分光伏企业淘汰出局造成一些居民屋顶光伏电站无人管理,成为“孤儿电站”(无人运维的居民屋顶光伏电站)。此外,居民屋顶光伏潜在问题逐渐暴露,使得新增用户信心不足。同时,光伏组件正常损耗即将到期,运维问题将集中出现。
Haining, Zhejiang Province, as one of the earliest and fastest-growing areas of new energy development in China, in the development process of distributed photovoltaic for more than ten years, some photovoltaic enterprises were eliminated, resulting in some residential rooftop photovoltaic power stations being unattended and becoming "orphan power stations" (unmanned residential rooftop photovoltaic power stations). In addition, the potential problems of residential rooftop photovoltaics are gradually exposed, which makes the confidence of new users insufficient. At the same time, the normal loss of photovoltaic modules is about to expire, and the operation and maintenance problems will be concentrated.
国网海宁市供电公司创新提出“孤儿电站”治理联盟服务模式,联合政府主管部门、光伏企业、村委社区,有序开展“孤儿电站”治理、运维、安装工作,推动居民屋顶分布式光伏的发展,助力居民增收降碳。
State Grid Haining Power Supply Company innovatively put forward the service mode of "orphan power station" governance alliance, and jointly carried out the governance, operation and maintenance and installation of "orphan power station" in an orderly manner with government departments, photovoltaic enterprises and village committees, so as to promote the development of distributed photovoltaic on the roof of residents and help residents increase their income and reduce carbon emissions.
三、创新方法 Innovation Methods
1. Driving stock management by increment
海宁市政府发布《“万户光伏 绿色共富”行动实施方案》,以“政府出资、居民免费用电”的方式,统一安装屋顶光伏。并根据《方案》,将建档的存量“孤儿电站”运维责任按地域明确划分给相应的光伏企业,让该光伏企业与投资地域范围内的“孤儿电站”业主形成结对长效运维关系。
Haining Municipal Government issued the "Implementation Plan of ‘Green Photovoltaic for All Households to Achieve Green Common Prosperity' ", to install rooftop photovoltaics in a unified way with" government funding and residents using electricity for free ". According to the "Plan", the responsibility for the operation and maintenance of the archived "orphan power station" is clearly divided to the corresponding photovoltaic enterprises by region, so that the photovoltaic enterprises can form a long-term operation and maintenance relationship with the owners of the "orphan power station" within the investment region.
2.实现数字化实时监测电站运行

依托新型电力系统“控制大脑”,监测居民屋顶光伏发电量指标,一旦发现异常,自动触发异常数据报警,由专人沟通维修。
Relying on the new power system to "control the brain", the photovoltaic power generation index of residents' roofs will be monitored. Once an abnormality is found, an abnormal data alarm will be automatically triggered, and a special person will communicate and maintain it.
3. Establishing an "orphan power station" governance alliance for long-term operation and maintenance
“孤儿电站”治理联盟是本着“服务零收费,产品成本价”的原则,协同解决曾经光伏发展中留下的社会问题。安装屋顶光伏的村民可通过联盟获得光伏电站排查、识别、沟通、运维、治理一条龙服务。
The "Orphan Power Station" governance alliance is based on the principle of "zero service charge and product cost price" to solve the social problems left by the development of photovoltaics. Villagers who install rooftop photovoltaics can obtain one-stop services of photovoltaic power station inspection, identification, communication, operation and maintenance and management through the alliance.

五、雄心目标 Ambitious Goals
搭建线上平台,实现“一键报送、一键接单”,让安装居民屋顶光伏电站无后顾之忧,助力“万户光伏计划”“风光倍增计划”尽早实现,推动农村能源绿色低碳发展。
Build an online platform to achieve "one-click submission and one-click receipt", so that residents can install rooftop photovoltaic power stations without worries, help the "10,000-household photovoltaic plan" and "scenery multiplication plan" to be realized as soon as possible, and promote the green and low-carbon development of rural energy.
1.经济效益:现已成功治理“孤儿电站”210座,额外增发电量60多万度,增加居民光伏经济收入约26.58万元,实现存量“0”增长。
1. Economic effects: At present, 210 orphan power stations have been successfully managed, with an additional power generation of more than 600,000 kWh, which has increased residents' photovoltaic economic income by about 265,800 yuan, achieving a "zero" growth in stock.
2.环境效益:全市居民屋顶光伏数量实现大幅增长。截至目前,全市居民屋顶光伏安装数达到5344户,装机容量39394千瓦,并实现了100%并网,减少年碳排放量2.4万吨,助力“碳达峰、碳中和”事业发展。
2. Environment effects: the number of rooftop photovoltaics of residents in the city has increased substantially. Up to now, the number of rooftop photovoltaic installations in the city has reached 5,344, with an installed capacity of 39,394 kilowatts, and it has achieved 100% grid connection, reducing the annual carbon emissions by 24,000 tons, helping the development of "peak carbon dioxide emissions, carbon neutrality".
3.社会效益:居民生活品质和幸福感提升。经过对屋顶光伏用户发电量、用电量情况跟踪统计,每户年均发电量8088.83千瓦时,户均增加收益3300元。
3. Social effects: residents' quality of life and happiness have improved. After tracking and counting the power generation and electricity consumption of rooftop photovoltaic users, the average annual power generation of each household is 8088.83 kWh, and the average income of each household is increased by 3,300 yuan.
各方评价:项目得到国务院国资委社会责任局,以及政府、居民、光伏企业的一致认可。
Evaluation by all parties: The project has been unanimously recognized by the Social Responsibility Bureau of the State Council State-owned Assets Supervision and Administration Commission, as well as the government, residents and photovoltaic enterprises.
