趁“热”建桩 绿色出行——社会责任根植充电桩建设选址工作创新

Building Piles for Green Travel —Innovation of Site Selection for Social Responsibility Rooted Charging Pile Construction

一、绿色方向   Green Direction 

 

近年来,绿色低碳出行逐渐成为新潮流。由于嘉兴市开始布局充电网络时间早,缺少相关经验参考,导致充电桩选址布点不均衡,难以满足市场实际需求。针对此问题,国网嘉兴供电公司运用社会责任理念方法推进充电桩建设选址工作创新,立足本地区充电设施现状,与内外部利益相关方充分沟通合作,聚合技术力量,创新“热力值导向”评估办法。本项目自2017年在嘉兴全市实施以来,实现了内充电桩利用率明显提升、低碳环保理念广泛传播等综合价值,入选了中电联电力企业公众透明度典型案例名单和全球可持续发展商业案例库。
 
 In recent years, green and low-carbon travel has gradually become a new trend. Due to Jiaxing city's early layout of charging network and lack of relevant experience reference, the location and distribution of charging piles are uneven, which is difficult to meet the actual market demand. In order to solve this problem, State Grid Jiaxing Power Supply Company uses the concept of social responsibility to promote the innovation of charging pile construction and site selection, based on the current situation of charging facilities in the region, fully communicate and cooperate with internal and external stakeholders, aggregate technical strength, and innovate the "thermal value-oriented" evaluation method. Since the implementation of this project in Jiaxing in 2017, it has achieved comprehensive values such as the obvious improvement of the utilization rate of internal charging piles and the wide spread of low-carbon environmental protection concepts, and has been selected into the list of typical cases of public transparency of power enterprises in China Electricity Council and the global sustainable development business case base. 
 
 二、创新方法   Innovation Methods 
 
一是理念转变:从“以我为主”到“用户为主”。依托本项目的实施,公司以不同类型用户的充电需求为依托,开展充电桩选址优化,推动需求与资源精准对接。二是方法转变:从“单打独斗”到“整合资源”。公司依托本项目的实施,分析各方诉求,整合优势资源,促成交流合作,形成包括政策、市场、行业等各类信息的信息池,以支撑充电桩建设科学选址。三是目标转变:从“经济效益”到“综合价值”。在根植社会责任理念方法后,公司通过充电数据价值挖掘,不断提升公司优质服务水平,助力地方低碳环保事业发展,最终实现经济、社会、环境综合价值最大化。

 

The first is the change of concept: from "I-oriented" to "user-oriented". Relying on the implementation of this project, the company relies on the charging needs of different types of users to optimize the location of charging piles and promote the accurate docking of demand and resources. The second is the change of methods: from "going it alone" to "integrating resources". Relying on the implementation of this project, the company analyzes the demands of all parties, integrates superior resources, promotes exchanges and cooperation, and forms an information pool including policies, markets, industries and other information to support the scientific site selection of charging piles. Third, the target change: from "economic benefit" to "comprehensive value". After rooting in the concept and method of social responsibility, the company continuously improves the company's high-quality service level through the value mining of charging data, helps the development of local low-carbon environmental protection, and finally maximizes the comprehensive value of economy, society and environment.

 

 三、循环模式   Cycle Mode
 
 一是整合“友朋资源”,建立合作机制。公司识别出与充电桩建设有关的主要利益相关方,通过走访调研、公开信息查询等方式进行利益相关方分析,以此作为开展沟通合作的基础。二是搭建“沟通桥梁”,及时汇总信息。公司组建充电设施项目团队,负责与利益相关方保持稳定联系,及时收集政策类、市场类、运营类信息。三是开展“三步调研”,深入了解意向。采取桌面调研、实地调研、深度访谈相结合的“三步调研法”,对公共停车资源、商业体等进行全面调研和摸底排查。四是绘制“热力地图”,形成选址储备。创新采用“热力值”评估方法,在评估过程中联动政府、交通局、浙江省电动汽车公司、用户等利益相关方,以周边环境、潜在收益、建设意向等因素综合评定热力值,形成充电设施“热力地图”。

The company identified the main stakeholders related to the construction of charging piles, and conducted stakeholder analysis through interviews, research and public information inquiry, which served as the basis for communication and cooperation. The second is to build a "communication bridge" to collect information in time. The company set up a charging facility project team, which is responsible for maintaining stable contact with stakeholders and collecting information on policies, markets and operations in a timely manner. The third is to carry out a "three-step investigation" to deeply understand the intention. Take the "three-step research method" combining desktop research, field research and in-depth interviews to conduct a comprehensive investigation and thorough investigation of public parking resources and commercial bodies. The fourth is to draw a "thermal map" to form a site selection reserve. Innovative use of "thermal value" evaluation method, in the process of evaluation, the government, transportation bureau, Zhejiang electric vehicle company, users and other stakeholders are linked to comprehensively evaluate the thermal value with the surrounding environment, potential benefits, construction intention and other factors, forming a "thermal map" of charging facilities.
 
 四、雄心目标   Ambitious Goals 
 
通过热力值计算优化站点选址布局后,充电桩站点平均利用率从4.2%提升至98.93%。更合理的充电桩布局带动越来越多市民选择电动汽车。2017年市本级电动汽车保有量不足8000辆,2023年底全市电动汽车保有量已达12000辆。充电站2017-2023年累计充电量达5284.26万千瓦时,共计减少二氧化碳排放量约3.56万吨,创造了环境价值。 
 
After optimizing the site layout by calculating the thermal value, the average utilization rate of charging pile sites increased from 4.2% to 98.93%. More reasonable layout of charging piles drives more and more citizens to choose electric vehicles. In 2017, the number of electric vehicles at the city level was less than 8,000, and by the end of 2023, the number of electric vehicles in the city had reached 12,000. From 2017 to 2023, the cumulative charging capacity of the charging station reached 52,842,600 kWh, which reduced the carbon dioxide emissions by about 35,600 tons, creating environmental value. 
 
2024年公司计划新建111个公用充电桩,拓展车网互动、高速服务区移动充电桩等应用场景。落实用户侧储能新型主体并网服服务规范,服务新能源发展。
 
In 2024, the company plans to build 111 public charging piles, and expand application scenarios such as vehicle-network interaction and mobile charging piles in high-speed service areas.
